In making its decisions, the Tripartite Commission has sought to uphold the objective of these invitation places, which is to promote the universality of the Olympic Games. Consequently, National Olympic Committees that have traditionally sent small delegations to the Olympic Games (less than 6 athletes) or that have yet to qualify athletes for Beijing have been given priority to the places.
